PUBLIC/PRIVATE PARTNERSHIP KEEPS THINGS MOVING IN ORANGE COUNTY

The Foothill/Eastern Transportation Corridor Agency and the San Joaquin Hills Transportation Corridor Agency serve to relieve existing freeway facilities of congestion and accommodate planned growth in Orange County, California. The construction of toll roads came into question, though, when residential development slowed in Orange County and federal funding diminished. This article describes the process of identifying alternative public and private financing sources, chronicles the construction of the Foothill Transportation Corridor (FTC) under the conventional design/bid/build process, and compares the construction of the San Joaquin Hills and Eastern Transportation Corridors under the design/build method to the FTC. These projects highlight the transition from conventional procurement methods to design/build techniques and innovative risk sharing between the public and private sectors.
