Abstract
This paper describes the work done in Canada to adapt the results of the World Bank's research in Brazil on user costs, pavement deterioration and life cycle highway investment models to North American conditions. Two applications of this HDM-3 model in Canada are described in this paper. The first study involved determining the needs for such a model at each government level in Canada - Federal, Provincial and Municipal. The applicability of the pavement deterioration, user cost and investment aspects of this model were then examined. The second case study involved the adaptation of HDM-3 vehicle operating cost and pavement deterioration relationships for use in the Saskatchewan Pavement Management Information System. It was found in both cases that HDM-3 was useful in formulating and supporting decisions on highway investment and policy issues as there presently is a lack of such a comprehensive life cycle investment model in common use in North America. However there have been some changes in vehicle technology and economic environment since the development of this model from Brazil data and adaptations of some user cost relationships to the North American environment are essential. The pavement deterioration models were found to be more robust and could be applied directly. (Author/TRRL)
