Abstract
Many transportation problems in Europe are at the basis of the current European policy, as is conveyed in a white paper on transport entitled Time to Decide. Improving the overall quality of public transport, regulatory reforms to open up the transport market, and building of new infrastructure are the main public transport issues of that policy. In the recently released National Traffic and Transport Plan for the Netherlands, a similar policy is introduced. However, where the European policy still tends to create a modal shift by focusing on improving public transport as an alternative mode, the focus in Dutch policy is more on improving the quality of all transport modes in general. This article discusses these topics in some detail.
