WASHINGTON'S METRO: ISSUES AND OPTIONS

Phase-out of federal funding for operations and capital, combined with need for a 20% annual increase in local government support, presents the Washington region with financial problems involving the Washington Area Metropolitan Transportation Authority. Recommendations are made as to phasing in uncompleted segments of the rail system and greater market segmentation in fare policies. More attention should be paid to increasing locally-sponsored bus services, expanding specialized commuter services from distant communities, and promoting ridersharing. Greater coordination is required with highway planning and management and with policies affecting parking and automobile usage.
