Abstract

This paper describes the costs and benefits of a gas tax increase as a way to provide revenue to the Highway Trust Fund. It looks at the current state of the Trust Fund and gas tax rates. It suggests a gas tax increase and a tax cut. Increasing the gas tax by $168 billion over ten years is modeled along with different tax cut options.
