Abstract
Charlotte, NC, expects to see CBD employment double to 100,000 by the year 2000. After initially attempting to foster transit use, it was concluded that the existing 25% transit modal split was static and that shared-ride concepts had greater promise. The city then failed to develop a proper approach to encourage private sector participation. The Charlotte Uptown Development Corporation (CUDC) then evolved to work on transportation management, looking primarily at ways to reduce peak-hour demand through private-sector participation. The private sector has joined with the public sector in active participation in five major areas of concern: (1) Staggered hours/flex-time; (2) car/van pooling; (3) parking management; (4) existing transit; and (5) other options (taxis, streetcars, etc.).
