Abstract
This article reviews the history of private sector financing of toll roads in the United States, then looks at recent private-sector toll-road projects in the United States and Europe. It concludes with comments on the current U.S. Toll Road Demonstration Program and on the opportunities that exist for private ventures and public-private partnerships in the implementation of highway projects.
