Identification of accident blackspot locations - an overview

This report has been prepared to document a number of practices available for use in the identification of Accident Blackspot Locations for treatment. An Accident Blackspot Location is usually defined as a location that experiences abnormal frequencies, rates or severities of road accidents. The Greater London Council's definition of an Accident Blackspot Location was based on the following criteria: Sufficient accidents to identify a pattern, a rising trend, sufficient accidents of the same type. The remedial measure will give a good rate of return. The measure can be implemented quickly. A location may be: A single site (e.g. an intersection); A road link and/or a midblock; A local traffic area.
