Abstract

This paper examines the Notice of Proposed Rulemaking (NPR) from the point of the view of the shipper. The conclusions reached by the author show the expectation that the shipping community will have to seek legislation in the Congress to promote competition in the railroad industry. The NPR is interpreted as switching the issue of competition fully to Congress.
