Reforming and improving electric utility regulation

Abstract
Mr. Scranton, chairman of the Governor's Energy Council and author of this article, is in an uncommonly advantageous position to assess the status of electric-utility efficiency in his state, particularly as it is impacted by regulation. Based on the findings of an expert-assisted task force, he reports a number of innovative approaches to improving electric-utility efficiency through reforming utility regulations. The suggestions set forth can be applied in any state, and arguably should be, in order to defuse an apparent potential for an electric-energy crisis. 7 references, 1 table.
