Deregulation of electric power from a state perspective

Abstract
The author develops answers to two questions: will a broad public policy objective be served by deregulation of electric power production and wholesales and will traditional state concerns be met if electric power production and wholesales are deregulated. To the first he answers: maybe, but not likely. To the second: probably not, but maybe. These answers, he says, are not reassuring enough to justify proceeding full speed with deregulation of electric-power production.
