Abstract
This paper discusses the role of economic appraisal in the trunk road planning process within the Department of Transport. The paper focuses on the role of cost-benefit analysis, in particular the department's computer program COBA 9. The paper has the following structure: (1) cost-benefit approach to highway investment decisions; (2) principles underlying the application of COBA 9 to trunk road planning; (3) example of the application of COBA 9 to highway design; (4) limitations of COBA and objections raised to it.
