After Recognition Comes Implementation: The Challenges for the Information Age Revolution in Military Affairs.

Abstract : An unprecedented rate of improvement on the order of a ten fold increase every 3 to 4 years has occurred in information technology. It been called an explosion, and it has propelled the United States into the Information Age. The Chairman of the Joint Chiefs of Staff addressed the resulting impact on the military during promulgation of Joint Vision 2010. He stated we are already in the midst of a Revolution in Military Affairs caused by the explosion. However, the totality of this is not well understood as current strategic concepts do not cleanly address the meaning of a Revolution in Military Affairs (RMA). Serious apprehension surrounds the discussion because the composition and fabric of the Army could clearly be affected. In this research project, the notion of an Information Age RMA is explored. Framing the review is an examination of the current geostrategic and domestic environments and the Army's corresponding activities. It is concluded that three important actions must occur to enact an RMA. First the RMA concept must be clearly defined and understood. Secondly, a goal or vision must exist. Finally, an implementation plan must be written to direct purposeful action. Recognizing these ideas are paramount to successful execution of an Information Age RMA.
