Abstract
Long lead times and high construction costs make it unlikely that utilities will build excess capacity in anticipation of new industrial customers or that new plants can have their construction coincide with new power facilities without mutual planning from the start. The planning concepts, presented in later papers, acknowledge the need to understand and accommodate to each other's problems. (DCK)
