Abstract
The cost of utilities on the Federally assisted housing programs operated by public housing agencies, tribes and tribally designed housing entities (HAs) is about $1.1 billion dollars per year. This represents about 27 percent of total operating expenses (US Office of the Inspector General 1995). Because energy costs account for such a large portion of a typical HA`s operating expenses, cutting energy waste can significantly reduce operating expenses. Even where an HA has made energy-saving capital improvements to its developments over the years, the HA normally can still save anywhere from 10 percent to over 60 percent on your energy bills through additional cost-effective conservation improvements. This workbook is intended to be a guide for HAs that are interested in making energy conservation improvements. It is designed to provide assistance to HA staff of varying degrees of technical proficiency and experience with energy conservation.
