Abstract
This paper presents an evaluation of four traffic management plans developed within the city of Ottawa, Ontario. Two of the plans (the Glebe Traffic Plan and the Woodpark Traffic Plan) implemented during the 1970s, are reviewed to comment on the long term effectiveness of street closures, diverters and one-way street designations. The third plan (Carleton Ward Traffic Study) implemented in 1987, is reviewed to comment on changing attitudes towards traffic plans, illustrating community desire to maintain local residential accessibility yet discouraging through traffic. Finally, the fourth plan (McKellar-Highland study completed during 1990) is presented to demonstrate current public participation, data collection, analysis and presentation techniques.
