Abstract
Ownership and management of British railways since the Beeching Report of 1963 are discussed with reference to five issues: managerial goals and capability; the problem of branch lines; the cost of surplus capacity; electrification; and labour productivity. The author traces the problems of these, and offers an evaluation of the most recent solution to them: privatisation.
