Abstract
Maintenance or reconstruction activity on a two-lane highway often requires a lane closure. The implementation of traffic control, required to maintain traffic flow through the work zone, typically produces significant motorist delays. This report describes the development of analytical procedures for estimating/predicting average vehicle delays prevailing under specified one-way traffic control scenarios. The proposed procedures are applicable to an array of maintenance or construction activity types operating during undersaturated or oversaturated conditions.
