Abstract
This publication discusses the partial deregulation of trucking that has occurred since enactment of the Motor Carrier Act of 1980, and congressional interest regarding trucking regulation. Specifically, it discusses the following aspects: legislative activity during the 99th Congress; interest in restoring some trucking regulation during the 98th Congress; interest in further deregulation during the 98th Congress; legislation introduced during the 98th congress; The Motor Carrier Ratemaking Study Commission; ICC proposals to further deregulate trucking; the Motor Carrier Act of 1980; characeristilcs of the trucking industry; and legislation.
