Abstract
Southern California's Transportation Corridors Agency will introduce a value-priced toll scheme July 1, 2001, on the San Joaquin Hills toll road. Most likely it will be a simple peak/off-peak differential. The sister toll road, the Foothill and Eastern, has already made a decision to introduce such a scheme in mid-2001. Southern California was the locale for the world's first major experiment in variable toll rates when the 91 Express Lanes opened December 27, 1995. The New Jersey Turnpike will be the first large toll road in the United States to fully implement peak/off-peak toll rates. That will occur September 30, 2000, when E-ZPass electronic tolling is due to be switched on.
