Abstract

This report investigated the safety and operations of left turn phasing in combination with roadway geometry at signalized intersections. Over the past several years, congestion has been a growing problem on principal arterials in the Minneapolis metropolitan area. If signals can operate safely while being timed and designed to minimize overall delay, capacity should be maximized. This report examined a number of methods of left turn phasing and design including: permissive phasing with and without an exclusive left turn lane, protected/permissive phasing with an exclusive left turn lane, protected phasing with a single left turn lane and protected phasing with dual left turn lanes. Upon examination, this report determined the method that had the lowest crash rates and overall intersection delay. Using cost/benefit techniques, the report compared crash data and delay in order to determine which type of intersection operation should be used to minimize the total cost of a given signalized intersections.
