Abstract
Two interpretations of personal transport are presented. One is the individual need to move about freely and at reasonable cost (personal mobility). The other is the collective need for urban areas to run smoothly and efficiently, minimizing unpleasant effects such as visual intrusion, noise and pollution (defined as functional accessibility). An argument for emphasis on public transport is based on three concepts: (1) the need for some individuals to forego their own optimal behaviour which if encouraged, would result in suboptimal overall performance and disadvantage for many; (2) the need to make the best use of available resources; and (3) the need for effective decision making and public consensus in transport policy.
