Abstract

This paper presents a method for pavement management--maintaining an administratively-set level of pavement serviceability for the least cost. The term pavement management encompasses many aspects of highway engineering. This paper addresses pavement performance, the selection and timing of the most cost-effective rehabilitation action, and the development of a six-year rehabilitation program on a systemwide basis.
