Intrastate Regulation and interstate motor carriers

Although regulatory reform in the motor carrier industry has proceeded rapidly at the federal level, many states retain strict regulatory control over intrastate operations.The issue addressed here is whether intrastate regulation has enabled carriers engaging in intrastate commerce to receive higher rates and achieve higher profit than obtainable in the less regulated interstate markets.Empirical evidence, using data from the strictly regulated state of Oregon, suggests that state regulation has not been successful in attaining these goals.
