Abstract
This article is a description of the system used by the Department of Transport (DOT) to collect and analyse traffic data for the annual traffic estimates. The DOT uses two complementary traffic counting operations: (1) the rotating census; and (2) the core census. How traffic count data from these two surveys is converted into estimates of average daily flows and total annual volumes of traffic carried by the road network as a whole is given.
