Abstract
This paper identifies the planning and programming provisions in the Intermodal Surface Transportation Act of 1991 (ISTEA) that are the basis for transportation project selection decisions at the metropolitan level. It also suggests appropriate criteria and procedures for the selection of projects for federal funding.
