Abstract
The paper outlines the development of a system of regulation for heavy vehicles in Australia that is intended to act as an alternative to the conventional prescriptive regulations. The paper discusses the background to the need for the new system as well as outlining the development of the standards, the regulatory framework and supporting guidelines. The need for the numerical simulation of heavy vehicle performance characteristics and full scale field testing is also discussed in the paper.
