Abstract

Several recent articles in professional journals criticize urban rail transit investments on grounds that they are cost ineffective at reducing traffic congestion. This paper responds to that criticism, evaluating the role that transit in general and rail transit in particular can play in reducing congestion and providing other benefits. It emphasizes the importance of using comprehensive analysis when evaluating transit investments.
