Abstract
The authors examine whether a region's economic development can be stimulated by an improvement to the highway infrastructure, and if so to what extent. The question was examined with particular reference to London Docklands. The paper considers the theoretical arguments and mentions some of the surveys carried out. Details are given of the Docklands area which, between Wapping and Beckton, covers a total of over 500 hectares, its existing highway infrastructure and the major road schemes planned (Docklands northern relief road, Docklands southern relief road, East London River crossing). The importance of the schemes to Docklands is discussed with respect to the economic development of the area. (TRRL
