Abstract
This paper discusses fundamental issues associated with implementing a highway safety planning process and how these issues were addressed by the New York State Department of Transportation. The focus is on the implication of a number of national initiatives currently underway for the highway safety planning process. Particular emphasis is on 2 major initiatives: 1) the FHWA sponsored Comprehensive Highway Safety Improvement Model (CHISM) and 2) the AASHTO Strategic Highway Safety Plan. The paper also describes some of the benefits evolving from those efforts, identifies some possible difficulties associated with them, and offers some suggestions as to how they might be expanded or improved upon.
