TRIENNIAL REVIEWS TRACK TRANSIT'S PERFORMANCE

The triennial review which came about in 1982, as part of the Section 9 revisions included in the Urban Mass Transportation Act of 1964, is a supplemental review which auguments the required Section 15 audits. It provides UMTA with a detailed report of the performance of a transit agency in applying Section 9 formula grant funds and provides transit managers with a long-term source of data which may serve as a useful management tool to future planning. Although it is not an audit, its questions are designed to have transit managers assess what they are doing and whether or not they have either the authority or ability to continue operations as is. The review covers: Legal, financial and technical capacity, continuing control, maintenance, elderly and handicapped half-fare, medicare half-fare, competitive procurement, buy america requirements, public comment process and school bus and charter service.
