Abstract

The aim of this paper is to provide a safety checklist for traffic engineers responsible for operating traffic signals near highway-rail grade crossings. The checklist identifies and explains potential safety issues, and provides guidance on addressing these safety issues. Potential solutions are offered, and a methodology is also included that can be used to evaluate existing preemption operations and design future or upgraded preemption.
