Abstract
Systems Engineering is an often discussed and often misunderstood discipline. This paper defines the concept of Systems Engineering by proceeding from the process by which an individual engineer solves a problem. This same approach is applied to the problem of determining the nation's level of defense and then to the design of a combatant ship. There are benefits to be gained by implementing the systems engineering approach primarily from the increased confidence in the response proposed by the Design Community as optimum. Various factors exist which would inhibit this approach to naval ship design. Recommendations are offered to achieve implementation. It is concluded that Systems Engineering can be applied to naval ship design, but not without basic changes in the current process. Overcoming the resistance to part with design authority and developing the required form of design information are required for adoption.
