Abstract
The article discusses the functions and organization of the local planning commission in California. Planning must be accepted at the local level to be effective and to be accepted at higher levels. This article surveys planning development in California. The state legislature passed an act enabling counties and cities to establish planning commissions. The author also looks at the philosophy and scope of land use planning at the state and local level.
