Abstract
This chapter discusses the FAIR highway network concept, which evolved from the FAIR lanes concept. Both concepts involve tolls and congestion pricing. The highway concept transforms a whole highway into fast High Occupancy Toll lanes road during peak periods. During this time, a driver has a choice of driving with passengers, picking up passengers, paying the toll, or getting off of the road and entering a free, and more congested road. The FAIR lanes concept changes the status of only certain lanes of a highway - not the whole highway.
