Abstract

This paper reports on a project developed by the Maricopa County Department of Transportation (MCDOT) which has been working with local jurisdictions and associated vendors and consultants to create a center-to-center (C2C) data exchange system that conforms to existing national standards. The authors describe the systems engineering “Vee” model that guided each phase of the project. The software coding implementation stage of the project is now underway. The paper discusses the details of the AZTech C2C project and the lessons learned thus far. AZTech is a unique partnership of public and private transportation agencies that uses Intelligent Transportation Systems (ITS) to better manage traffic and travel congestion locations, road closures, and accident or other traffic incidents in the Phoenix (Arizona) metropolitan region. The authors stress that there is a strong need to advance regional operations through sharing accurate and real-time system information among the various partner jurisdictions in the region; this information sharing is supported by the AZTech project.
