Abstract
ITS also enhances the capacity of surface transportation. ITS has been recognized as a viable-even preferred-alternative to adding capacity to existing roadways and dealing with growing traffi c congestion. In the last two decades, vehicle travel has increased over 70 percent while roadway capacity has increased 1 percent. Much of the needed additional capacity is in metropolitan areas. Adding roads in these areas are the most expensive and least popular politically.
