Abstract

This paper gives details on the ten important areas faced by the Trondelag Toll Road Company, Trondheim, Norway, in planning their toll road. (1) The toll system should have low collecting costs; (2) It should be used for achieving a maximum degree of utilization of the road capacity (higher rate during peak hours); (3) It should be based on electronic tags; (4) Toll plazas should be operated without barriers in the lanes; (5) It should be easy to understand and use; (6) Fairness of the system should be emphasized to avoid refusal of users; (7) Toll plazas should have a high degree of automation to reduce collection costs; (8) The equipment should be compact enough to fit many places; (9) Equipment should be compatible with other European standards; (10) Toll plazas should be part of a future toll road system.
