IS UTOPIA AROUND THE CORNER

The author argues that, despite the present shortage of highway funds in Indiana, future prospects may not be as gloomy as they first appear. The recent reorganization of the Indiana Department of Highways has resulted in a more streamlined and efficient agency more likely to get a favorable reception from the state legislature in the form of additional relief in highway funding. On the Federal level, the Indiana Congressional Delegation hopes to restore the age factor in Interstate 4-R funding so that only those sections of Interstate older than five years would be used in the formula, (Most of Indiana's Interstate was complete in 1976.) to make interstate construction funds available for 4-R work, and to change the bridge replacement funding formula to include off-system bridges in order to help Indiana's counties cope with their bridge replacement problems.
