Abstract

This paper presents a new concept of urban traffic management planning and develops a new urban traffic management planning theory framework. The goals, contents and methods of the primary parts of the urban traffic management planning system are analyzed in detail, and the function design of the primary parts is completed. These primary parts include the overall design, traffic investigation and problem analysis, traffic demand forecasting, traffic management projects design, evaluation and regulation. This new method of urban traffic management planning has been used in 700 cities for the China Smooth Traffic Project.
