Abstract

As federal funding for public transit continues to decrease, state and local governments must assume more responsibility in order to develop solutions to their financing shortfalls. The three parts of this report look at the history of public transit financing, private/public partnerships, and political methods such as statutes, constitutional amendments, executive orders, etc., used by some states in order to finance their transit systems.
