Abstract
This paper proposes ways to develop a new strategy (template) for speed limits on UK roads. The current system is out of date and many drivers are not aware of the implications of high speed. The number of accidents rises with the speed, something which is most easily seen in congested urban areas. The most efficient way of preventing accidents is to compress downwards the speed distribution. The guiding principles for a new speed template are the risks of the individual road environment; aligning driver behaviour with road environment; auditing roads; and giving road users reasons for certain speed limits. Targets proposed are to differentiate the functions of roads; to give types of roads clear defining features; to improve signing; and to incorporate technological developments. A system must be credible and logical and enforcement must be built in. For the covering abstract see ITRD E111392.
