Abstract

This article discusses the various methods used to pay for improvements in national road networks or to decrease traffic congestion. Sections are provided on the various methods used to charge for use of the roadspace. Variable and fixed taxation methods are compared briefly, and the recent electronic roads pricing experiment in Hong Kong is described. Cordon pricing, area licencing, and comprehensive variable road-use pricing methods are also discussed briefly. Current examples of automatic toll collection are described, and the future developments of toll pricing in Europe summarized. (TRRL)
