Abstract

It takes a very active role in property and land development by the transit agency to realize benefits. To succeed, an agency must participate actively and early, openly and equally with private interests. It must make sure that the facilities meet certain criteria of quality and still benefit the developer. It must specify performance incentives or disincentives to ensure that the system operates correctly.
