CALIFORNIA'S WORK ZONE ENFORCEMENT EXPERIENCE. STANDING COMMITTEE ON HIGHWAY TRAFFIC SAFETY

California is working to deal with the changing environment of the construction work zone. Initial efforts attempted to bring about the desired results through comprehensive traffic management planning involving signing, delineation, traffic reduction and control measures, public information programs, construction operational plans and visible traffic law enforcement. It was found that more enhanced methods were needed so, mandatory brake inspection for trucks, reduced speed limit on downgrades, assignment of additional traffic officers to the work zone, and assignment of a Caltrans safety coordinator to liaison with the California Highway Patrol were undertaken. While all of these efforts brought about improvements, development of a Statewide Construction Zone Enhanced Enforcement Program (COZEEP) is underway.
