Abstract

Local studies in the Brighton and Hove area have led to the adoption of interrelated policies for parking, traffic management, highway improvement and for public transport support. The objectives are to provide a by-pass around the conurbation, to maximise the traffic capacity without a large amount of inner-area road building and to return town traffic to the main routes. The control system chosen was based on the MCE 0360 B compact specification, with certain enhancements. These enhancements include the capability of linking signals to give platoon progression, continuous equipment monitoring and a more thorough check of compliance to plan which consists of matching the control and reply messages for the whole of the plan green running period of each stage at each intersection. Buses and emergency vehicle priorities are provided for by a simplified green-wave treatment involving a form of spine green wave for the whole of each sector which can be selected in whole or in part. Facilities for alternative route control and car park monitoring for up to 15 car parks are included. Street reconnection, police remote plan selection and offline working are all made possible by special facilities. Preliminary estimates show an approximate benefit of found400000 per year at 1977 prices. (TRRL)
