Abstract
This paper specifically addresses two congestion-relief corridor projects that design and implement a system of changeable-message signs (CMS), closed-circuit television (CCTV), highway advisory radio (HAR), detection systems and citywide communications along the major I-5 and SR-55 corridors. Working closely with the California Department of Transportation (Caltrans), Santa Ana is implementing a system that moves traffic through the city more effectively. This paper focuses on the factors and limitations that must be considered by a local municipality with limited resources when implementing a traffic operations system (TOS). Selecting TOS elements, design criteria, and the concepts that will best fit the city's needs are discussed.
