Abstract

The article stresses the need for not treating the building, modernisation, and maintenance of roads excusively in the light of their economic importance, but that investment in road development generally, because of its effects, be carried out considering all factors, economic, social, and others on an equal footing. A critical look is also taken at the procedure of evaluating specific projects which neglect non-economic effects, in the first place the social effects, and the inadequacy of the models by means of which economic effects of future investment are forecast.
