DBOM: A SUPPLIER'S VIEW ON RISK SHARING

There have been a number of recent design, build, operate and maintain (DBOM) or turnkey procurements in the U.S. for transit systems. A number of trends and risks associated with DBOM contracts are identified with recommendations for improvements offered in the areas of preliminary engineering, funding, contractual terms, proven technology and operations and maintenance. The financial strength of a typical turnkey contractor consortium is addressed. The paper also identifies the extensive experience of MATRA Transport International (MTI) in the delivery of its systems under a variety of DBOM contract forms including equipment turnkey, full turnkey and super turnkey.
