THE AUTHOR SUGGESTS BOTH THE INCENTIVE AND THE NECESSITY FOR THE REDUCTION IN MOTOR CAR USE IN THE CITY. THE EXCESS CAR TRAFFIC SHOULD BE DIVERTED TO EXIT ROADS PROPOSED FOR THIS PURPOSE. IN RESIDENTIAL AREAS CONCEPTS EMPLOYED IN MAIN ROAD TRAFFIC MUST BE ABANDONED, AND A DRASTIC REDUCTION IN DRIVING SPEEDS IN RESIDENTIAL AREAS IS NECESSARY. THE TIME LOST IN THE REDUCTION IN MAXIMUM ALLOWABLE SPEEDS TO 20 KM/H WILL NOT EXCEED 20 SECONDS PER JOURNEY ON AVERAGE. AS REGARDS THE CONTROL OF SLOWLY MOVING TRAFFIC, THE MIXING, SEPARATION AND THE PARALLEL SYSTEMS ARE DESCRIBED AND DISCUSSED. A STANDARDIZATION OF THE RELEVANT MEASURES MUST BE SUBORDINATE TO INDIVIDUAL CONTROL. TRAFFIC RESTRAINT IS PRACTICALLY IMPOSSIBLE WITHOUT SOME DIFFICULTIES FOR THE TRAFFIC OUTSIDE THE RESIDENTIAL AREAS CONCERNED.
